Essay TAAS Test and STAAR Educational Test in Texas
Dallas ISD Needs A New System of Governance In the 1990ââ¬â¢s, I grew up taking the TAAS test or Texas Assessment of Academic Skills. I did not know why we had to take them but everyone had to and teachers tried to prepare us as much as they can. Then in the 2003, the state decided to change it to TAKS test or Texas Assessment of Knowledge and Skills. I knew that I had passed, but as a student we do not question why we have to take these tests. We are only told that they are important to our education and graduating to the next grade or from high school. A few years afterwards they had switched to a new standardized test form called STAAR which stands for State of Texas Assessments of Academic Readiness. It seems that a last few tests wereâ⬠¦show more contentâ⬠¦Houston which is ranked number one largest school district has 203,354 students enrolled. (Michels .2013) Statistically, Houston should have a greater propensity percentage for low performing test scores but they are not. Here lies the question why are we out performed by other districts if not by number of students enrolled then what? The main problem exists in the first place because of the standardized tests. Because we are a large district there are problems with the funding and getting good teachers to teach at the schools in Dallas. If we are constantly changing the test format and we keep getting lower scores who would want to work for Dallas ISD. By changing the format of tests students take they have to reassess their objectives in each respective grade level. Teachers are often forced to teach for the tests rather than their subject. It used to be that we were only graded by our teachers and how they taught their classes. We only had to make sure that we knew the subject matter as taught by the teacher. Then standardized testing came into play which made it fair for all the students because teachers had a power over studentââ¬â¢s grades. A system of checks and balances came into play and standardized testing became the norm . The war left Britain with a weakened economy, after a brief post war boom ending in April 1921 Britain was in a position where the pre war staple industries such as coal mining were no longer providing jobs. This caused the problem of unemployment concentrated in certain areas. However there was another side to Britains economy that was on the rise, thought there was mass unemployment for some others where becoming very prosperous. Some of the population where living in good conditions, receiving paid holidays while others where unemployed and living in poverty. There was great diversity in the health care available in different areas. Prosperous peoples real wage rose as prices feel. Prosperous area had never had it so good while areas of poverty where living in poor conditions with bad health and insufficient food supply. The prosperous people had a lot more on offer to them and leisure rose tremendously. People had more to spend on entertainment and leisure than before, in 1939 20 million people visited the coasts of England. Dance halls where also very popular in the 1930s as a source for enjoyment and for a nice evening out. Family sizes gradually lowered in working class families and this meant that they had even more money to spend. During the interwar years there was a change between the vast amounts of blue-collar workers from before world war one to becoming more white-collar workers due to the growth of new industry. The rise in real wages and the gradual decrease in family size meant that the middle class now had much more disposable income, this was seen by the amount spent on leisure. Gambling became Britains second biggest industry in 1939 with 10million people every week. A lot of the people in lower classes and from the areas of poverty also played in the chance of winning. Due to mass unemployment many families where living in poverty, having worked previously in staple industrys theses workers found themselves unemployed with no jobs available to them. During world war one the problems with staple industries had been masked by the need for war supplies. After the war the problem of employment in these industries then arose. This left the men who had been in job in the staple industries without a job. There was support from the government for the unemployed but the benefits they received were not close to the wage they had previously had. This made their life style very hard, the death rates in these areas rose greatly. Many of the parents would go without so they children could eat sufficiently making them weak and unhealthy. One factor in the coexistence of poverty and prosperity was the geographical position of industries. Before world war one staple industries such as coal mining where heavily concentrated in the north of England, Scotland and south Wales. These areas where worst hit by unemployment and poverty. The great poverty in these areas was not seen in others because they had not relied on the staple industries to provide jobs. The decline in old staple industries was accompanied by a growth in new industries such as electrical engineering, motor manufacture, man made fibres and chemicals. These newer industries where located mostly to the south particularly between the east midlands and London. Areas where new industries where located was where the prosperity was. People had well paid jobs. This in turn meant that the health was higher in these areas. It was higher for many reasons, many house holds would contribute small sums to support their local hospitals, in areas of poverty people could not afford to contribute so the hospitals where of low quality. Another way the health was better was because there was a better diet in prosperous areas, there was a greater range of foods and enough to go round. Although money was being put into health new facilities where unevenly spread, the services where unavailable to lower class families. The situation in areas of poverty was very different. There would not be enough food for the family and it was often seen that married women became very ill as they would put their family first and not eat sufficient amounts. These two very different conditions where able to coexist in the same country as they where separate from one another, the poverty and prosperity was physically separated. With no money to move there was no chance of getting a job in a ne w industry, loss of possessions and being forced to sell and pawn items for money didnt provide enough for the people living in poverty. A key factor in the coexistence of poverty and prosperity is that they are geographically separate. The poor could not access the developments. The new industries provided new things for the prosperous to purchase, motorcars gave them the chance to move in to suburban areas and drive to other places. Another key reason is that the government did not do enough to bring about real changes to the unemployed and the people themselves where unable to get them selfs out of the poverty. Unemployment benefit was low and was not enough to allow families to save to move. It was only just enough to live on. The population living in poverty had no options they where stuck where they where receiving to little or no help from the authorities, this left mass areas in bad conditions which could not be changed as there was no money to change the conditions with. People where healthy in the prosperous areas and in areas of poverty the people just had to make, doing as they could.

Aside form the unsettling mood of alienation, disillusionment, disenchantment, and pessimism in the world of Chinatown. It shares great likeness with other classic noir films through its characters, particularly with its anti-hero, Jake Gittes and the enigmatic heroine Evelyn Mulray. In film noir, men serve the purpose of the oedipal struggle between the son and individual against forces outside the realm of his control. The character of Jake reluctantly takes on this struggle as the leading male protagonist. Throughout the film Jakes investigation of the story, he uncovers secrets under many layers of coverups, and deception. In unraveling complicated facts, he is deliberately audacious and over confident in deriving explanations for the deeply flowing corruption he unearths. Moreover this is his undoing, compromising his approach to the case he has in turn offset the balance between the good and the evil in the noir scenario, by he himself being apart of the corrupt and indifferent in the noir world. Jakes flaws are meant to coincide with the dark world of the noir. He is the anti-hero with a tarnished past history. Although the film does not elaborate on the details about the tragedy that occurred in his past, it is clear that Jake had been affected deeply and it was the result of the whole attitude of indifference about every thing in Chinatown at the time. In Chinatown no one ever cared or did anything. As a result, Jake is more keen to corruption and the power of money than to the more immediately detrimental corruption of morals by Noah to his daughter Evelyn. Despite Jakes failed attempt to uncover the mystery by himself, he is still given the chance to help right the wrongs of the noir world by helping the victimized Evelyn and her daughter Katherine escape the dark influence of the villainous father Noah. To Jakes dismay the child is not a vision of pureness, but an inbred offspring of immorality and lies. Eventually Jake reasoned that this was an opportunity for a new beginning, at least for those most affected by this world. Everyone has an afflicted past and a dark secret. This was his chance to bury the darkness for both himself and the child. But in the end, hes unable to break free from the constraints of money and power. De gradation prevails and Jakes left to think about how his fate is again shut down by these evil forces. His masculine instincts to separate good from evil to save the good and punish the evil has failed him in the metaphoric real world of Chinatown by the films climax. Such was the case with Evelyn when Jake coerced her into revealing the true nature of her relationship with the Katherine mystery girl. When she finally confesses that Katherine was in fact her daughter who was inbred, her true role as the good woman was finally exposed to Jake. As the good woman she offers the hero a chance to escape from the sexy, destructive femme fatale and the dangerous noir world. Nonetheless the good woman often proves to be a mirage that the hero cannot reach. Jake as a result of finding out the truth about Evelyns tragic circumstance find his affair with the femme fata le eclipsed by Evelyns transition to the good woman now accepting her role as the traditional motherly figure. The good woman is by no means the prescription for proper female behavior. However the lack of excitement offered by the safe woman is clearly contrasted with the sensual, passionate appeal of the other, with whom the detectives destruction seemed inevitable. In the role of the good woman she remains passive, nurturing, and nonthreatening. Ultimately, the world of the good woman and normal family values contrasts sharply with the dominant world of film noir in both visual style and narrative content, as if the cultural ideal of family life is a mere fantasy for the noir characters. In film noir, the American dream is indeed a dream. Chinatown unlike many of its precursors is a modern film noir. It earns its distinction from the other noir movies because it found room to innovate while still using past noirfilms as its template. Within the familiar backdrop of the dirty and corrupt noir world, the film brilliantly avoids cliches through the uses of Jake Gittes the anti-hero and Evelyn Mulray, who is best described as a hybrid of the femme fatal and the good woman. Even as she is killed of while trying to flee the noir world to become a good woman in the final reel, she lingers in the audiences imagination as a sexually exciting, sensual being who remained defiant to the bitter end against those who had tried to control her.
